Overview
The following data comes from UP's equipment record book and is based on information compiled by Dick Harley. Research has shown that a record entry was established as each tender was removed from its last assigned steam locomotive when each locomotive was retired. Some tenders were retired almost immediately due to their overall condition; noted below as "W.O." for Worn Out. Others remained in company service for as many as 20 years, assigned to various snowplows, derricks, and line side non-revenue service such as water and fuel storage.
These listings include only the data for steam tenders shown in Union Pacific's equipment record book, and do not include all steam tenders built for Union Pacific and its subsidiaries.
Some of UP's 12,000 gallon Vanderbilt tenders had a different shape behind the fuel bunker, joining the water tank. These tenders are unlike most of the UP's 12,000 gallon Vanderbilt versions, they were found with some 3500's, 3600's, 5000's, and 7000's. The main difference is that the tank does not curve inward under the rear slope sheet, instead it has a vertical outer skin and square corner behind the fuel bunker. They are similar to, but not the same as the 18,000 gallon tank sides. They were built by ALCo. between 1924 and 1926, coming to the UP with the following engines; 3645-3664, 8000, 8800-8808 and 7865-7869, for a total of 35. As listed, the first 21 were coal and the remainder were oil, the first 20 had Vulcan 4 wheel trucks and the other 15 were equipped with 6 wheel equalized trucks.
John Bush wrote the following on June 17, 2012.
Unlike most Union Pacific steam loco series wherein the locomotive numbers commenced with an even number (say, 800), the tenders series were almost always begun with an odd number. Thus, the first 20-C tank delivered with the 4-8-4's would have been numbered 20-C-101, or 201 if it was among the second series (one series rode on General Steel Casting "Commonwealth" trucks, the others on Buckeye trucks).
The first of the 23,500 gallon "centipede" tanders assigned to #820 in 1939 would have been 23-C-101, and so on. The 1944 engines, the FEF-3 series were mated to tenders in the 23-C-2 group, with 835 assigned tender 23-C-201.
As constructed, engines and tenders were mated in order. So, 4-12-2 #9000 was originally fitted with 15-C-101 and the last of the original series of fifteen engines, 9014 pulled 15-C-115. (As an aside, all of those engines later received one of the 15 extra 18,000 gallon tenders ordered with the UP-3 series engines in 1928). In all there were eight series of 18,000 gallon tenders and they were moved among several classes freely.
Another example, 4023 on display today in Omaha is tied to 4004's original tender.
UP Tenders Sold to SP
In October 1947, UP sold 14 (of the original 30) ex C&O tenders to SP. John Ford wrote on the Espee Yahoo discussion group, "Twelve of the tenders were used in the oil conversions of the SP's previously coal burning AC-9s. The other two were kept in service behind 2-10-2s used primarily on the Salt Lake Division. The AC-9 number 3800 served with one of these tenders only briefly (1950-1953) until it was scrapped. I believe that its tender was then used behind an SP snow plow. As I recall, there were three SP classes used for these tenders, depending upon water capacity. They were 224-R-1 (4 tenders), 245-R-1 (3 tenders) and 252-R-1 (7 tenders), the last being the largest tender ever operated by the SP." (John Ford, email dated October 30, 2014)
Accordng to UP records the UP tenders were as follows:
UP Tender Class 21-RC (3 tenders): -1576 (UP 3590), -1596 (UP 3591), -1583 (UP 3582) to SP
UP Tender Class 21-RD (2 tenders): -1597 (UP 3587), -1598 (UP 3586) to SP
UP Tender Class 23-RD (3 tenders): -1584 (UP 3579), -1592 (UP 3585), -1569 (UP 3591) to SP
UP Tender Class 25-RC (6 tenders): -1560 (UP 3596), -1580 (UP 3583), -1575 (UP 3584), -1577 (UP 3584), -1585 (UP 3573), -1556 (UP 3593) to SP
UP 18-C Tenders Rebuilt To Oil Cars

These 15 (?) cars were rebuilt from UP's 18-C class 18,000 gallon steam tenders. Availbale photos suggest that the cars were built using the water tanks from two 18-C tenders, mating them on a single frame of the tender of the 18-C class tender. The number of the second tender was not recorded.
The photo of UP 03186 (linked to above) shows the seam joinng the two water tanks into a single round tank. The seam is at the point where the fuel bunker was removed.
A series of drawings were produced in March, April and May 1952, showing details of car 03192, which appears to have been the first tender modified as fuel oil tank cars.
Photos show that at least two of the cars had three domes, meaning they had three separate compartments, used to store different oil and lubricating products.
With 126 tenders in the 18-C class, there were plenty of tanks and frames, and separate tanks to be used for the 22-C-GTE tenders (25 total), and for the 18-C fuel oil tanks (15 total). These two modification programs likely used as many as 80 (or a few more) of the retired 18-C tenders.
Like the 22-C-GTE tenders for the 4500 horsepower GTE Locomotives, which were converted in 1956 from retired 18-C tenders, using the water tank and frame from one 18-C tender, and the water tank of another 18-C tender, these 15 fuel oil tanks appear to have also been made from the water tank portion of the 18-C tenders.
Similar to the GTE tenders, these three-dome oil tanks appear to have used the water tank and frame from one 18-C tender, and the water tank portion from another 18-C tender.

General Notes:
- Some Class 12-C "Vanderbilt" tenders with 12,000 gallon capacity had a different shape behind the fuel bunker, where it joined the water tank. These tenders were found with some 3500s, 3600s, 5000s, and 7000s. The main difference was that the tank did not curve inward under the rear slope sheet. Instead it had a vertical outer skin and square corner behind the fuel bunker. They were similar to, but not the same as the 18,000 gallon tank sides. These tenders were built by the American Locomotive Co., between 1924 and 1926, coming to the UP with the following 35 locomotives: 3645-3664, 8000, 8800-8808 and 7865-7869. The first 21 were coal and the remainder were oil, the first 20 had Vulcan 4 wheel trucks and the other 15 were equipped with 6 wheel equalized trucks. - All of the 15-C-100 series tenders were built in 1926 (per comment from John Bush)
- The 15-C-200 series tenders were remodeled in 1937 from 12-C tenders, which received new GSC cast frames and another course of tank steel to lengthen the water tank and increase capacity by 1/3. There is one of these tanks in existence, at Mid-Continent Railway Museum in Wisconsin. (John Bush)

General Notes:
- Of the original series of fifteen engines in UP's 9000 series (UP 9000-9014), 9014 pulled 15-C-115. All of those fifteen engines later received one of the 15 extra 18,000 gallon tenders ordered with the UP-3 series engines in 1928). In all there were eight series of 18,000 gallon tenders and they were moved among several classes freely. (John Bush)
- A total of 25 18-C tenders were converted to tenders for use on the 4500 GTE gas turbine locomotives (UP 51-75); an additional 25 18-C tenders were also retired and their cylindrical water tanks used as part of the same conversions. (Read more about UP's GTE tenders)
