Locomotives Leased By Union Pacific, 1987-1991

Union Pacific has always participated in railroad-to-railroad lease programs to alleviate its own, or other roads' motive power shortages. In the days of steam many roads leased each other's locomotives to overcome temporary power shortages. In the diesel era, UP leased several ALCo FA/FB cab units to CP in the 1960s, and GP9s and GP9Bs to CNW in the 1970s, along with several month-to-month leases. In 1978, UP leased SD45s and SD40-2s from CNW, along with several B&LE units and nine SLSF U25Bs to cover themselves during a surge in traffic until their new C30-7s could arrive late in the year. In 1985, UP again went to CNW for the lease of units during another power shortage, this time receiving 10 CNW GP40s.
With the rapid growth of intermodal traffic, including doublestack container trains, U.S. railroads were seeing a sudden surge in traffic that caught many of the major class roads extremely short of motive power. The recession of the mid 1980s had caused many roads to tighten their belts and not exercise the purchase option of many 15-year leases of entire groups of locomotives as the leases expired. The owners of the locomotives were forced to seek a market for their now-idle locomotives. The combination of a glut of under-used locomotives, along with the surge in traffic set the stage for a episode in American railroading unique to the late 1980s. Many railroads found themselves short of locomotives, and owners of locomotives found that they suddenly had a nationwide market for short term operational leases for their locomotives. The first to take advantage of the market were GATX Leasing, a subsidiary of the tank car giant General American Transportation, and Helm Financial Corporation, already a major presence in the financing of fleets of railroad locomotives and cars. Later the locomotive builders and rebuilders such as EMD, GE, VMV Enterprises, National Railway Equipment, and Wilson Railway Corporation also became part of the lease market.
Union Pacific also found itself short of motive power and in early October 1987 turned to EMD for a solution. At that time, an agreement was reached for UP to lease from EMD 50 ex-Conrail GP38-2s on a short term lease that would end in March 1988. EMD had seen the potential market and, much to Conrail's chagrin, had pulled back 100 GP38-2s from CR after their 15-year lease had expired on 15 July 1987, without giving CR a chance to purchase the units. The units soon began arriving on UP property, after which UP ran them through the North Little Rock shops, with EMD personnel present, to accept them for lease. UP had found itself chronically short of four-axle locomotives since the return of the MP GP38-2s in July 1987, and these 50 units from EMD helped considerably. As the units were accepted, they were designated as Union Pacific Leased (UPL) units (regardless of the actual reporting marks that may be on the locomotives), as were all subsequent locomotives would be leasing over the next four years. In the case of these GP38-2s from EMD, they were designated as UPL units to avoid confusion of their EMD assigned 700 and 800 series numbers with UP's remaining GP30s.
Still searching for additional locomotives, especially after seeing the financial advantages of short term leases, in February 1988 Union Pacific began the leases on three ex SP SD39s, along with two ex McCloud SD38s (used mostly on locals operating out of Salt Lake City, Utah), an Atlanta & St. Andrews Bay SD40, ex-CR GP38-2 7789, and former Houston Belt and Terminal SW1500 55, all from Helm. In early March 1988 UP extended, to November 1988, their lease of the 50 EMD (ex CR) GP38-2s to cover their needs until the 1988 orders of new locomotives arrived. By May 1988, UP was leasing 88 road units and 4 switchers from various companies. These leased locomotives were necessary as UP awaited the delivery of its newest orders for 145 GE Dash 8 units that were slated for delivery between July 1988 and February 1989.
In January 1989 the traffic boom was continuing, and so was UP's need for more short term locomotives. In January UP leased 10 ex NW, SP, and BN SD45s from The Oxford Group, parent company of Wisconsin Central Railroad. All ten units had been de-rated from their as-built 3600 horsepower down to 3200 horsepower. Four were returned in June 1989 and the other 6 were retained until late August or early September 1989.
In January and March 1989 UP leased 11 ex UP and MP SD40s from Oxford. The lease was originally to expire on 15 December 1989, however on December 11th the lease was extended to 31 October 1990. These 11 units had been sold by UP to Wilson during 1988. Wilson resold them to a Wisconsin Central/Oxford Group joint venture, along with 3 other UP and MP SD40s. Prior to their arrival on UP, all were rebuilt by Wilson and painted dark blue with a white "WC" in a red circle on the cab side. The former UP units kept their UP 3000 class number and the former MP units had 1000 added to their MP 3000 class number making them the 4000 class.
Also in January 1989 UP was leasing four GP40s of various heritage from Helm. UP was still in serious need of additional four-axle power but wanted them for a longer term, along with a more stable, lower price. In late January UP and Helm completed an agreement for 37 GP40s that would be furnished to UP on a long term five year lease, with the units fully painted in UP's yellow and gray. Initially only 6 former MILW units were involved, to be numbered as UP 690-695, after the ex MKT GP40s ending at UP 683. But as the quantity was increased, UP chose to number the 37 units in the 850 series, from UP 850-886. Over the period of the next 15 months, Helm furnished all 37 units to UP, acquiring additional units from GATX and VMV in order to fulfill UP's order. One unit, UP 863, was wrecked and UP replaced it with one of its out of service MKT GP40s, which Helm decided to number UP 887. These 38 units have come from a myriad of previous owners and the histories of one or two are as yet unknown. UP's 850 class of GP40s are operated as UP owned locomotives and are included in the current 1992 roster.
In an additional effort to control its shortage of four-axle motive power, during February 1989 UP went full circle on some previously held units. UP had returned 64 former MP GP38-2s to their owner in July 1987 and January 1988, causing the shortage of four-axle units from which the railroad was still suffering. In late February 1989 UP leased from Helm 29 of the ex MP GP38-2s that had since been sold to a joint venture between Helm and Grand Trunk. GT was itself in need of newer four-axle power but didn't have the funding available to recondition all of the units at the same time. In a move to spread out the costs of acquiring newer power, along with finding a source of revenue for its parent organization, GT rebuilt the MP GP38-2s at a steady rate, leasing the others out to other roads (with Helm as the broker) until they could be run through the Battle Creek, Michigan shops. Thirty-five of these 64 units were eventually rebuilt by Grand Trunk renumbered to GT 5700s. The remaining 29 units were leased to UP by Helm and arrived back on Union Pacific in late February and early March 1989 as short term lease units with their original MP 2000/UP 2300 series road numbers. On 7 April 1989 the short term lease was extended to a long term, five year lease and the units were assigned UP road numbers as UP 1800-1828. As in the case of the 850 class of leased GP40s mentioned above, these 1800 class of leased GP38-2s are operated as UP owned locomotives and are included in the current 1992 roster.
UP was still in need of additional six-axle locomotives for the short term and on 10 February 1989 agreed to lease from EMD the 10 ex-CRI&P SD40-2s that EMD had just recently received back from lease to ICG. The units were received in ICG paint and numbers and were only on UP for 2-3 months, with the lease expiring in mid May 1989. UP returned them to EMD, who then leased the units to SP, with UP interchanging them with the Cotton belt at Kansas City.
In addition to the ICG SD40-2s from EMD, UP also leased 3 ex-Southern high-nose SD45s, effective on 23 February 1989. These 3 units were reconditioned for EMD by Mid America car in Kansas City prior to delivery to UP, and brought the total of UP's leased locomotives to its peak numbers, during early March 1989, of 109 locomotives.
One of the more colorful periods of UP's lease fleet came in late 1989, as UP was awaiting its newest order of Dash 8 locomotives from GE. The combination of higher than normal failure rates due to extremely cold weather (bringing into effect the availability provisions of the GE warranty), along with delivery problems on the newest order, forced GE to furnish to UP at no charge 20 ex ATSF C30-7s, beginning in late December 1989. These in addition to the six designated warranty protection units that UP leases from GE until needed to fulfill the availability portion of the warranty, at which time GE furnishes the units to UP at no charge. To support the lease quantity of 20 units needed in late December 1989, GE used a pool of 32 locomotives, all of which except three were in service at some during the period that the lease was in effect. All 32 units were reconditioned for GE at the Livingston Rebuild Center in Livingston, Montana. As the units were completed, LRC had Montana Rail Link run them in local and helper service out of Livingston to break them in. As such, they were the first General Electric units to be directly operated by MRL. The new Dash 8 locomotives had all arrived on property by March 1990 and the ATSF C30-7s were returned to GE, which continued to use the units in a nationwide lease fleet.
All of these locomotive leases beginning in late 1987 were required by UP to cover shortages of motive power, especially in the four-axle classes. The need for the leased locomotives became less pressing as UP continued in its current motive power upgrade and modernization program, unseen since the days that EMD F-units and GP9s replaced the everyday use of steam power. Many of the large numbers were slowly returned to their owners in late 1989, with some, namely the WC-Oxford SD40s, remaining until late 1990.
During July 1989, and again in July 1990, UP arranged to operate units rebuilt from older EMD SD40s and GE U30Cs, both of which UP had large fleets. In July 1989, UP arranged with Morrison-Knudsen to test four of its rebuilt SD40/45 models that M-K was operating as part of the lease fleet of its leasing subsidiary Motive Power International. These M-K SD40M-2s were numbered as MPI 9000s and had been rebuilt from retired SP SD45s using methods that would work just as well with UP's large fleet of SD40s and older SD40-2s. The MPI units were assigned to heavy-haul service of soda ash unit trains between Green River, Wyoming, and North Platte, Nebraska. The MPI units came painted in a dark blue with gold lettering and were in service on UP for a full year.
The 1990 tests used locomotives rebuilt by GE from retired U30Cs, rebuilding them from the walkway up to what GE called its Super 7 line, incorporating mature, non-microprocessor controlled, design features from its older Dash 7 line, into carbodies and mechanical components proven with its current Dash 8 line. UP was just retiring the last of its own U30Cs and GE approached them with a proposal to furnish locomotives from the Super 7 line. These GE Super 7, 3000 horsepower units entered service on UP as leased units, and again saw some service in the soda ash trains out of Green River. The Super 7s also saw service on UP's regular trains before they were returned to GE in September 1991 after spending a year testing on UP. There were 10 of these GE Super 7 rebuilds, painted in GE's gray GECX lease fleet colors.
